Windows 11 Reset this PC offers two installation sources: Cloud download and Local reinstall. Both can reinstall Windows, and both can be used with “Keep my files” or “Remove everything.” The better choice depends on the health of the current Windows files, internet access, time, and how carefully you have protected personal data.
A reset is not a data-recovery tool. If files are already missing or the drive may be failing, preserve or recover them before resetting.
What Cloud download does
Cloud download retrieves fresh Windows installation files from Microsoft. It is useful when the local recovery image or system components may be corrupted. It requires a stable internet connection, consumes several gigabytes of data, and can take longer on a slow or metered network.
The downloaded image does not automatically include every later update, manufacturer utility, or specialized driver. After installation, run Windows Update and check the device manufacturer for required firmware or drivers.
What Local reinstall does
Local reinstall rebuilds Windows using files already stored on the PC. It avoids a large download and can be faster when the local image is healthy. It is less suitable when system files or the recovery environment are damaged, because the same local source may fail or reproduce problems.
Local reinstall is not the same as restoring the computer to the manufacturer’s original factory image. Available apps and customization depend on the device and recovery configuration.
Cloud download vs Local reinstall
- Choose Cloud download when Windows files appear corrupted, reset has failed using local files, or you have fast and reliable internet.
- Choose Local reinstall when bandwidth is limited, the local recovery files are healthy, and speed or offline access matters.
- Choose neither yet when files are missing, the SSD reports errors, the computer randomly disconnects from storage, or no backup exists.
What “Keep my files” really means
Keep my files is designed to preserve personal files while removing installed applications and resetting Windows settings. It is not a substitute for a backup. A power failure, storage problem, encryption issue, or unexpected reset failure can still put data at risk.
Microsoft presents a list of apps that will be removed. Save license information, installers, browser data, application settings, and locally stored email archives before proceeding. Files outside standard profile locations deserve special attention.
Before resetting Windows 11
- Copy irreplaceable files to an external drive and verify the copies.
- Confirm OneDrive or another cloud service has completed synchronization.
- Locate the BitLocker recovery key and match its key ID to the device.
- Record application licenses and sign-in details.
- Disconnect storage devices that are not needed for the reset.
- Connect a laptop to power and use a reliable network for Cloud download.

When “Fix problems using Windows Update” may be better
Windows 11 may offer an option to reinstall the current version through Windows Update while preserving apps, files, and settings. This can be a less disruptive repair for damaged system components. Availability depends on the device and Windows configuration.
System Restore, startup repair, uninstalling a recent update, and point-in-time restore are other targeted options. Match the repair to the problem instead of immediately choosing the most destructive reset.
If reset fails
Record the exact error, avoid repeated reset attempts when the drive is unstable, and check hardware health. A clean installation from trusted installation media may be necessary, but it normally requires reinstalling applications and can erase partitions if used incorrectly.
If files are inaccessible, use another computer or boot environment to copy them, or scan the readable drive with a recovery tool. PandaOffice Drecov should be installed on a different drive when recovering deleted data, and results must be saved away from the source.

Does Cloud download give me a newer Windows version?
It obtains a fresh Windows image, but you should still run Windows Update afterward. It is not a promise that every driver or post-release update is already included.
Does Local reinstall work without internet?
It can use local files without the large installation download, although activation, updates, drivers, and account setup may still need a connection.
Will either option remove malware?
A reset can remove many infections, but a serious compromise may require a clean rebuild, credential resets from a clean device, and investigation of other systems. Do not restore unverified backups into a compromised environment.
Bottom line
Cloud download is the stronger choice when the local Windows source is questionable; Local reinstall is efficient when the source is healthy and bandwidth is limited. In either case, protect the BitLocker key, back up verified files, and recover missing data before starting the reset.
