You changed where Windows saves downloads, and the familiar Downloads shortcut now opens an empty folder. The shortcut and the original folder may point to different places; an empty view alone does not establish deletion.
What to check first
Compare the folder path shown in File Explorer with the download location recorded by your browser. An old drive letter or disconnected disk can explain the mismatch.
A practical recovery sequence
- Locate and preserve the evidence. Open the browser download history and use the available show-in-folder option on a known recent download. Record the actual path without downloading the file again.
- Check the most relevant recovery source. Browse your user profile and the previous destination directly. If the destination was external, identify that drive by its label and capacity before connecting it.
- Keep a separate working copy. Copy found files to a verified backup before changing the Downloads location again. If files were deleted, check Recycle Bin and existing backups before scanning the local disk.
Keep the recovery attempt reversible
Keep a record of the full path, not just the filename shown in a recent-items list. A file on a network share or in an online-only cloud location is not necessarily stored on your Windows disk. Recovery choices should follow the actual storage location. When a local file was truly deleted, limit further writes to that physical disk while you decide how to recover it. Installing a tool or saving scan results on the affected disk can consume space that previously held deleted data.
How to verify the result
Open several downloads from different dates and confirm they contain the expected documents, rather than installer stubs or web shortcuts.
Record which files you checked and which remain uncertain. Keep unverified candidates separate from files you have confirmed are usable; that distinction matters if someone else needs to continue the work.
The mistake to avoid
Do not repeatedly move the folder or accept a merge prompt until you know which directory holds the originals.
